Application for Cultural Heritage Designation
1. Application for designation as cultural property for 11 years~ Decided to suspend it for 12 yearsDespite growing public interest in the authenticity of the world's oldest type for about a year after its disclosure, the Cultural Heritage Administration, which is in charge of managing cultural assets, remained indifferent to the Jeungdogaja, leading the National Assembly to come forward and demand an end to the controversy through official verification by the Cultural Heritage Administration.
During the regular parliamentary audit of the National Assembly in September 2011, Rep. Jeon Byeong-hun of the Democratic Party criticized the Cultural Heritage Administration's complacency of leaving the world's oldest metal type controversy to private sectors such as owners and academics, and ordered the government to take an active role in the project.
In response, the Cultural Heritage Administration (Cultural Heritage Administration) made a personal visit to Um Seung-yong, then director of the Cultural Heritage Policy Planning Bureau, to request the application for designation of the National Cultural Heritage of Jeungdogaja, and the director of the Cultural Heritage Administration requested the designation of 101 pieces of Jeungdogaja to the Cultural Heritage Administration in accordance with the relevant procedures.
In 2011.11.28, at an advisory meeting of experts on Jeungdogaja, organized by the National Research Institute of Cultural Heritage, he agreed that since Jeungdogaja is highly likely to be genuine, it is necessary to promote efficient preservation and management, such as recommendations for entrusted storage by public institutions or promotion of designation of state-designated cultural assets, and urged active administration of the Cultural Heritage Administration.
However, the Cultural Heritage Administration held an advisory meeting to review the appropriateness of the designated value only in October 2012 after neglecting the issue of Jeungdogaja without any administrative measures for about a year, and announced that it would reverse its intention to designate existing cultural assets and put them on hold.
A total of 10 people, including cultural heritage committee members and cultural heritage expert committee members, concluded that the designation process is desirable after the academic discussion is more mature and the authenticity is determined because there is a lack of explanation on the source, history and quantity of the type.

2. 2013 Years, Source Exploration and ObjectionOn February 14, 2013, the Cultural Heritage Administration issued a request for supplementation of application documents to submit the source and history of Jeungdogaja by July 31, 2013. In response, the owner explained the purchase route of the Japanese Ancient Art Award → Park Jin-gyu → Kim Hwan-jae → Kim Byung-gu → Lee Joon-young → Lee Jung-ae.
The problem is that, as an administrative agency, the Cultural Heritage Administration may request the source and circumstances of the acquisition of the cultural assets, but not only is the legal basis for this weak, but it cannot be used as a decisive clue to the rejection of the designation of cultural assets in 2017.4.13.
Under the Cultural Heritage Protection Act and the Enforcement Decree of the Cultural Heritage Protection Act, legislative provisions related to the source and the circumstances of the acquisition cannot be found, and the section on the history, heritage, heritage, and characteristics of the Cultural Heritage Protection Act suggests that the Cultural Heritage Administration only states, "The main history, heritage, legend, and characteristics of cultural assets shall be prepared on the basis of documents and historical materials." This means that the cultural assets themselves should be recorded from the source and distribution committee.
Moreover, the above form is just a form attached to the Enforcement Rules of the Cultural Heritage Protection Act, which is not a legal regulation, and is listed in the above form, so it is not a requirement that must be verified by law in the designation of cultural assets.
Meanwhile, when the National Museum of Korea requested the Cultural Heritage Administration to designate one of the 'bok' pieces of Goryeo metal type as a state-designated cultural property, the Cultural Heritage Administration responded in January 26, 2011 to the effect that 'the five-year (2011-2015) project to restore the metal type of the Goryeo Dynasty is under investigation, and in the case of the 'bok' above, there was no particular call for its source, as mentioned above.
On January 17, 2013, an advisory council was held to review the designated value of Jeungdogaja, organized by the Cultural Heritage Administration. According to the meeting, seven experts, including Kyungpook National University professor Nam Kwon-hee (Seojihak), Kangnam University professor Cho Hyung-jin (Seojihak), National Museum of Korea Lee Jae-jeong, Cultural Heritage Administration expert Seo Byeong-pae (Seojihak), Gongju National University professor Cho Nam-cheol (Reservation Science), Cultural Heritage Committee member Seon Ju-seon (Seo Ye-sa), and metal type director Lim In-ho, participated in a comprehensive survey.

3. Incredible as genuine as a result of a basic academic survey of Jeungdoga-jaIn 2014, with the consideration of Rep. Chung Se-kyun of the Democratic Party of Korea, 200 million won in budget for the comprehensive academic research of Jeungdogaja was allocated to the Cultural Heritage Administration, and through the National Research Institute of Cultural Heritage, a total of 109 research services were conducted by the final Gyeongbuk Daesan Academic Cooperation Foundation, including 101 from Daboseong, 7 from Cheongju Printing Museum, and 1 from the National Museum of Korea.
The basic academic research study, which was conducted from June 10 to November 30, 2014, was divided into four areas: theory and edition analysis (general manager Kim Sung-soo, literature and information professor at Cheongju University), scientific analysis (general manager Hong Wan, director of the geological resources analysis center at the Korea Institute of Geoscience and Mineral Resources), typography research (general manager Lee Wan-woo, art history professor at the Korea Institute of Science), and foundries (general Nam Kwon-Hee Kyungpook National University).
The academic services, which were conducted for about six months with the participation of 32 of the nation's top authorities in each field, conducted research such as actual survey of Goryeo metal types and preparation of survey tables, 3D scanning and drawing up, radiocarbon solidarity analysis, non-destructive analysis of metal components, and typeface analysis through character comparison between type shapes and phosphorus.
According to the radiocarbon dating of the food remaining in type, the age of manufacture and use of food in 11 types was determined to have been distributed before the 12th century, and the non-destructive analysis of metal compounds confirmed 62 out of 109 points (59, Cheongju Printing Museum 3) as genuine
